For smaller companies, HYJEK & FIX, INC. is a cost-effective way of providing a Washington, D.C., presence which can interact directly with customer and political decision-makers. For communities, the firm provides a presence in Washington, D.C., that can help them more effectively utilize their political representatives and take advantage of government programs addressing their needs. For those corporations who already maintain a Washington presence, HYJEK & FIX, INC. often fills a niche requirement to supply critical elements of support in their overall outreach efforts to win government contract awards. or to have effective input in the regulatory process. While the clients span a broad spectrum, HYJEK & FIX, INC. utilizes a consistent philosophy in working with them. The clients know that one of the principals of the firm will be engaged on their issues on a daily basis utilizing a "team concept." Not only does this describe how the firm works internally, it also addresses the firm's view that there is no substitute for the specialized knowledge and full participation of the client. HYJEK & FIX, INC. has found that this approach maximizes the assets that can be bought to the equation and that can ultimately be brought to bear in securing client objectives. HYJEK & FIX, INC. is also "objective oriented." The firm recognizes that prospective clients need to understand how our company's abilities provide added value to their bottom line, and that current clients need to be equally convinced that our firm provides a continuing contribution in order to remain as clients. In HYJEK & FIX, INC.'s government procurement practice area, corporations such as Bombardier Aerospace and BAE Systems work with the company because they recognize that the firm has a demonstrable track record in developing and executing winning strategies which address all aspects of a government procurement opportunity. HYJEK & FIX, INC. knows it is critical both to ensure that the Congress provides adequate funding for client programs and to concurrently position their products for acquisition by their customers within the appropriate federal agencies. The firm has successfully accomplished this on programs ranging from the qualification and procurement of products ranging from military aircrew laser eye protection to the M-9 Beretta personal defense weapon. In recent years, the executive and legislative branches of the federal government have focused on a number of privatization issues to streamline the bureaucracy and promote best commercial practices. In the government privatization and out-sourcing practice area, HYJEK & FIX, INC. has been involved in two major initiatives involving the government's temporary duty travel processes and the government charge card program. In the mid-1990's the Department of Defense (DOD) embarked on a series of actions to out-source the development and implementation of a travel management program. The program, known as the Defense Travel System (DTS), was designed to be supported by a combination of commercial off-the-shelf software and a co-developed system for incorporating the full spectrum of travel management services to include the related financial transaction recording data and disbursement of funds. The DTS Team currently consists of three major contractors: TRW as the systems integrator; American Express as the travel service provider; and Gelco Travel Manager as the travel and expense reporting software system. HYJEK & FIX, INC. has been involved with all these team members in making DTS a reality. Another major government initiative involved the implementation of a government credit card program for all federal agency travel, procurement, and fleet transactions. This program is known as the GSA Smartpay program and involves a number of major banks and commercial credit card companies. HYJEK & FIX, INC. worked closely with VISA and Bank of America in implementing the largest federal agency program with the DOD. HYJEK & FIX, INC. also a has demonstrable track record in developing and executing winning strategies within its military installation retention and enhancement practice areas. The firm is proud that those communities who retained its services at various stages of the 1995 base realignment and closure (BRAC) process all retained the company to work in other subject areas after the process was completed. These military base enhancement and retention clients have been geographically dispersed, in states such as Alaska, California, Tennessee and New York, but they all have understood the value of being pro-active to retain or enhance the economic benefits that nearby federal facilities and workforces represent. A nearby military installation or federal facility is often one of the pillars of the local economy, providing support through wages and salaries, direct purchases food, supplies, and often services from local utilities, as well as capital expenditures, such as contracts for construction and renovation at a base or federal facility. In this time of constrained budgets and proposed base closure and realignment activities, a military facility and its economic benefit cannot be taken for granted. Communities frequently use economic development strategies and actions to attract and keep commercial companies and enterprises. Many of those strategies and actions are also directly applicable when a community wants to ensure the continued economic viability of a nearby military base. HYJEK & FIX, INC. offers an extensive range of assistance through its military base enhancement/economic development practice area to help communities take steps to enhance their military bases and maximize its local economic impact. Further, a new round of Department of Defense base closures has now been mandated for 2005 by the Congress and the President. Experience has convinced the firm that the communities who will most likely survive the base closure study and decision process are those who are pro-active in the early stages of the process by understanding and shaping the environment within which their base will be reviewed. HYJEK & FIX, INC., in concert with PATTON BOGGS L.L.P., has formed a military base closure representation team which is tailored to providing communities near military facilities with a multi-disciplined resource to minimize the chances of the installation's closure in a future round of base closure and realignment activities. The team's representation capabilities and resources cover every element and activity required to retain and strengthen these significant economic assets in and around your community. In the environmental and wetlands practice area, HYJEK & FIX, INC. has had the unique benefit of working closely with private sector contractors performing remediation activities, as well as public sector entities concerned with wetland reviews conducted by the U.S. Army Corps of Engineers that could adversely impact or delay significant economic development projects. The firm, for example, has supported International Technologies (IT) Group, Inc., in meeting Superfund, Department of Energy, and Department of Defense environmental assessment or remediation requirements. HYJEK & FIX, INC. has also helped the Montgomery County (New York) Economic Development Office secure a major distribution facility for a national retail organization which will employ hundreds of people from the local community. Making this economic benefit a reality hinged in large part on the ability of the County to secure the necessary construction permit approvals from the Corps of Engineers, due to the presence of wetlands on the only practicable building site. The in-depth local knowledge of the firm's clients, combined with the proficiency of the company's staff in the regulatory and requirements process associated with wetlands disturbance, has yielded success in these types of projects. The public sector practice addresses the twin realities that federal funding assistance can make many state and local tasks more affordable while other federal actions and decisions can also limit the freedom to act and impose unwelcome financial burdens. Often communities, such as Shelby County, Tennessee, will use their local Chamber of Commerce as the vehicle to engage HYJEK & FIX, INC. to seek regulatory and funding assistance on public sector issues ranging from education and public safety to transportation. HYJEK & FIX, INC. has also worked with economic development groups, such as New York's Oneida County EDGE, to address issues such as the retention of jobs and workload at the Air Force's nearby Rome Laboratories. In all cases, the firm has conducted the kind of focused effort with defined objectives that ensures these communities have the justification necessary to allocate their fiscal resources for targeted and success-oriented government relations services. In summary, HYJEK & FIX, INC. is dedicated to success, teamwork, and excellence in assisting our clients to achieve their objectives. The firm looks forward to the opportunity to assist you in successfully addressing federally-related opportunities or challenges facing your firm, city, or organization. |
