With three million employees and billions per year spent on travel expenses, the Department of Defense (DOD) is the country's largest single consumer of travel related services. In the mid-1990s DOD embarked on a series of actions to out-source the development and implementation of a new travel management program. The program, known as the Defense Travel System (DTS), was designed to be supported by a combination of commercial off-the-shelf software and a co-developed system for incorporating the full spectrum of travel management services, to include the related financial transaction recording data and disbursement of funds. DTS is a paperless travel system that is estimated to save the government approximately $500 million per year. DTS is a fully integrated, automated, end-to-end travel management system that enables DOD travelers to create authorizations and reservations, receive approvals, generate travel vouchers, and receive a split disbursement between their bank account and the Government Travel Charge Card. The traveler can access DTS via a single web portal that is available 24 hours a day, seven days a week. HYJEK & FIX, INC. has been involved with various DTS industrial team members from the onset of this program working with one of the country’s largest systems integrators, a world-wide travel service provider, and a firm noted for its development of state-of-the-art travel and expense reporting software systems. HYJEK & FIX, INC. also participated in another major government initiative involving the implementation of a government credit card program for all federal agency travel, procurement, and fleet transactions. This program is known as the GSA SmartPay program and involves a number of major banks and commercial credit card companies. HYJEK & FIX, INC. worked closely with nationally-known credit card companies and a major national banking entity in implementing this program with the largest federal agency, the Department of Defense. Established in 1998, it is the largest charge card program in the world serving more than 350 federal agencies. HYJEK & FIX, INC. has also been involved with several of its clients in the DOD’s Enhanced Use Lease (EUL) Program which is a tool in the military’s arsenal providing an alternative to traditional approaches of acquiring, constructing or upgrading facilities. A recent project involves the planning, design, financing, construction and operation of a power plant and light industrial complex on a naval facility in the National Capital Region. Specific tasks performed by HYJEK & FIX, INC. in support of these privatization initiatives included: Analysis: The firm analyzed the government's Statement of Work and the responding bid to ensure comprehensive and effective compliance by the prime contractor. Program Management: HYJEK & FIX, INC. developed program management tools to ensure the timely implementation of all required tasks by the bidders. Training Support: The company recommended appropriate resourcing and programs of instruction for required training to include "train-the-trainer" taskings. Coordination: The firm ensured there was constant and effective coordination between the client and the DOD customers to ensure the contractor's solutions complied with the government's desire and that the federal customer was fully satisfied with the solution for which it had contracted. The firm also ensured the clients kept their Congressional advocates fully informed as to the status of the programs to ensure continued program funding and policy support.
