Karl H. Stegenga has twenty years of experience in legislative and government liaison positions. Mr. Stegenga has developed an expertise in assisting clients in ensuring their programs within the Federal budget are funded, and in establishing the support and funding in Congress that are needed to carry out programs that are not current Administration or Federal priorities. Karl also specializes in base closure issues and represented the interests of States and communities before the 1995 Base Closure and Realignment Commission. Since then, he has worked with communities and local jurisdictions to both cope with the results of base closures and help with base enhancement and infrastructure modernization efforts.

Before joining HYJEK & FIX, INC. in 1993, Mr. Stegenga was Special Assistant for Installations and Logistics to the Assistant Secretary of Defense for Legislative Affairs. Serving in this role since 1989, he acted as the liaison between the Department of Defense and the Congress on issues which included base closure, depot maintenance, and supply inventory. Karl participated in the drafting of the Defense Base Closure and Realignment Act of 1990, which institutionalized the first successful base closure process since 1972, and coordinated the Congressional aspects of the Department's 1991 and 1993 base closure and realignment announcements. He also worked with the Department's Office of Economic Adjustment (OEA) helping states and communities cope with base closures and defense-related employment reductions.

Prior to 1989, Mr. Stegenga served as a staff member to a U.S. Senator for eight years, and was responsible for the oversight of defense matters and programs important to the state. He also assisted state businesses in working with the Department of Defense on a wide array of Federal procurement policy matters.

Karl H. Stegenga is a Phi Beta Kappa graduate of Hope College in Holland, Michigan, with a bachelors degree in History and Political Science. He also holds a Master of Science in Foreign Service degree, with a specialization in International Security Affairs, from Georgetown University.
